ANNEX 1 - How to safely pack POWER BANKS to be permitted

                                          for air carriage

A major risk of shipping lithium batteries is short-circuiting of a battery or inadvertent activation.

All batteries should be packed to eliminate the possibility of short-circuit or activation.



Packing Instructions - PI 965 in IATA DG regulations 2015


For lithium ion cells 

with a Watt-hour rating > than 2.7 Wh but < 20 Wh

For lithium ion batteries 

with a Watt-hour rating >  than 2.7 Wh but < 100 Wh

Under those instructions, power banks (either 8 or 2 units) must be packed in « individual packaging” in order to avoid short-circuits.


Products are packed in their packaging of origin. They are then packed in inner boxes before being packed in a sturdy export carton on which the word “OVERPACK” must be printed.

There are no restrictions for the number of packages (and therefore batteries) per overpack.  But we recommend not exceeding 5 KGS net.    

Distinctive handling label (Lithium Ion Batteries)

This label size is at least  110 mm × 120 mm and placed on the main sides of the cartons (don’t place it on the top of the carton).

For small packages (inner) that can only bear smaller labels, the label dimensions may be 105 mm wide × 74 mm high.



• Ensure that packaging is proven (i.e., tested) to meet the requirements of each test in the UN   Manual of Tests and Criteria, Part III, Sub-Section 38.3
